Alliance2015 – Due Diligence Passporting: A milestone for advancing localisation and equitable partnership

27/11/2025

We are excited to launch the Alliance2015 Due Diligence Passporting Procedure –an important step towards reducing administrative burdens for local and national partners and advancing our commitments to equitable partnerships across our network.

Why Passporting Matters

Local and national partners often face repetitive and resource-intensive due diligence requirements from multiple international organisations. This duplication not only diverts valuable time and resources away from programme delivery, but it also slows collaboration. Passporting changes that.

The new Procedure enables Alliance2015 members to accept and rely on local partner due diligence assessments conducted by other members, provided they meet agreed standards.

This approach:

  • Reduces duplication and administrative workload for both partners and Alliance2015 members.
  • Promotes efficiency, freeing up resources for impactful programming.
  • Strengthens trust and collaboration, ensuring decisions are informed without unnecessary administrative processes.

Passporting is more than a technical fixit’s a commitment to localisation. By streamlining processes, we support local actors to focus on what matters most: delivering programmes. This initiative reflects our shared values of responsibility, inclusivity, and equity, aligning with global calls for smarter, leaner ways of working.

Recognising the complexity and repetition inherent in current due diligence processes, INGOs and donors are prioritising reform and examining new approaches to optimise assessments. As we use this Procedure, we will continue to learn and refine it, based on feedback from our network members, local partners and sector learning. We are pleased to share our Passporting Procedure as an open-source resource. We offer this tool so that other organisations may considering adopting a similar approach, thereby contributing to shared learning and enhanced efficiency across the sector.
